On 21 July 2025, the Saudi Arabian Standards, Metrology and Quality Organization (SASO) notified the WTO of a number of draft Technical Regulations that the Kingdom of Saudi Arabia is planning to recast. This comes in an effort to align with the recently issued Saudi Product Safety Law, Royal Decree No. M/36 of 2024.

What is Being Reviewed and Reintroduced?

A big number of existing Technical Regulations are receiving an update, as well as a modified list of relevant standards and specifications. Among the proposed Regulations are the following:

  • Electric Personal Mobility Devices.
  • Saudi Arabia RoHS.
  • Simple Pressure Vessels.
  • Electromagnetic Compatibility.
  • Communication and Information Technology.
  • Gas Appliances and their Accessories.
  • General Requirements for Machinery Safety.
  • Electric Vehicles. 

What are the Main Changes Across All Drafts?

The drafts include the essential safety requirements that are in line with the new Product Safety Law of 2024, and conformity assessment procedures for the products within its scope that are placed on the Saudi market. Among the changes introduced are economic operators’ obligations, updated standards and specifications, and risk assessment methods. The regulation will apply to all equipment placed on the Saudi market, whether manufactured locally or imported.

Key Economic Operator Obligations

In Each Draft Technical Regulation outlines the responsibilities of economic operators, with different articles going over the responsibilities of manufacturers, representatives, importers, and distributors in detail. Among the general responsibilities are the following:

  • Identifying the supply chain upon request, including importers and exporters.
  • Ensuring that products comply with the technical regulation before placing them onto the market.
  • Cooperating with competent authorities and providing the necessary documentation upon request.
  • Taking corrective actions for non-conforming or hazardous products, including recalls.
  • Maintaining appropriate transport and storage conditions.
  • Preventing misleading or non-compliant product information.

Dates and Deadlines

Once approved, the Technical Regulations will come into force 180 days after publication in the Saudi Official Gazette. They will repeal the previous Regulations issued in their respective topics. Certificates of conformity issued before the date of entry into force will remain valid until their expiry date. A 365 day grace period will be granted to economic operators to provide them with an opportunity to comply with this Regulation.

All of the Drafts are open for comments. The WTO Notification deadline is 22 August 2025, 30 days from notification.
