On 21 October 2025, the EU Commission unveiled its 2026 work programme. The programme focuses on the core priorities of the Commission, aiming to strengthen competitiveness and the EU’s social model, lead in clean and digital innovation, and ensure collective security.
The Commission intends to continue its efforts of simplification, in order to cut red tape, make laws simpler and reduce costs. Simplification proposals that are foreseen include sectors such as automotive, environment, food safety, medical devices, energy product legislation, and taxation.
The overview report mentions measures to support Member States in the implementation of EU rules and policies, as well as some enforcement statistics and actions.
2. Canada: Use of Labels and Terms for Plastic Products and Packaging, Guidance Document, November 2025

The plain-language descriptions in the guidance document offer a non-technical explanation about the meaning of specific terms. The document also provides considerations for producers when they design items that might be labelled with one or more of such terms, as well as examples of applicable standards, certifications and labelling systems relevant to each term.
3. EU: Treated Articles Allowed Active Substances List, November 2025
The European Chemicals Agency (ECHA) updated its Treated Articles Allowed Active Substances List in November 2025. This is possible either because they fulfil the requirements under Article 58(2) of Regulation (EU) No 528/2012, or they benefit from the derogation under Article 94 of the Regulation.
The AS-PT combinations are categorised into three parts based on objective criteria.
The combinations are up to date as of 5 November 2025.

On 21 October 2025, the EU Commission released a Q&A document to clarify the 2025 Overview Report on Simplification, Implementation and Enforcement of EU rules (also published on the same day).
This document is the first annual overview report summarizing the main results of the Commission’s work across the three key components: simplification, implementation, and enforcement.
