Kelly Bugiera, Sr. Regulatory Compliance Specialist and Team Leader, Compliance & Risks
As part of her role at C&R, Kelly specialises in researching and monitoring legislative activity on the US state and federal levels, as well as tracking international developments related to topics of customer concern.
With 30+ years of experience in the field of product compliance, she is involved in an array of special customer consulting and assessment projects that cover international standards and regulatory activity for a variety of products and topics. Areas of special focus include circular economy, ESG – Anti-bribery/Anti-corruption, chemicals, product safety, consumer electronics and drinking water.


Samantha Anguiano, Regulatory Compliance Specialist, Compliance & Risks
Samantha Anguiano is a Regulatory Compliance Specialist, where she monitors and analyzes regulatory activity across several U.S. states and international jurisdictions. Her focus areas include product safety, AI, data protection and drinking water.
Before joining Compliance & Risks, Samantha built her expertise by advising companies in Mexico on legal and regulatory matters related to their products and business operations, including product compliance and cross-border considerations. She holds a dual Master of Laws (LL.M.) degree in U.S. Law and Intellectual Property and Information Law from the University of Houston Law Center.


Aaron Green, Senior Regulatory Compliance Specialist, Compliance & Risks
Aaron Green is a senior regulatory compliance consultant who has been with Compliance & Risks Compliance for 14 years. He manages regulatory content in C2P covering wireless, EMC and automotive. Before joining Compliance & Risks, Aaron practiced law in Minnesota, USA, specialising in environmental, energy and property matters.
He received his Phd. from TU Dublin, his Law Degree from the University of Wisconsin, and his A.B. from Stanford University.


Luisa Toro Correa, Regulatory Compliance Specialist, Compliance & Risks
Luisa is a Regulatory Compliance Specialist on the Global Regulatory Compliance team, serving as a Subject Matter Expert (SME) in California’s Proposition 65, cosmetic regulations, and chemical compliance for the U.S. and Canadian markets. Her work involves regulatory monitoring across various U.S. states and certain international jurisdictions.
Her expertise is built on a robust background in toxicology and product safety within the consumer goods industry. In her previous roles, Luisa ensured market readiness by conducting expert reviews of labeling and safety data, helping organizations navigate the complexities of chemical compliance. Her experience also includes managing full project lifecycles, leading R&D consultations, and developing comprehensive compliance strategies and staff training programs.


Patricia Weathers, Regulatory Compliance Specialist, Compliance & Risks
Patricia is a Regulatory Compliance Specialist researching regulatory information for multiple US states, Australia, and Central Asian countries. Her background includes ISO 13485/IATF 16949 QMS auditing and over ten years working in Quality Compliance/Assurance in the medical device and automotive manufacturing sectors.
Additionally, she has extensive experience with research and information services at the academic level and with training development.
