Introduction

On 7 May 2024, the Chinese Ministry of Transport (MOT) issued an announcement updating the 6 industry standards JT/T 617 on the Regulations Concerning Road Transportation of Dangerous Goods. The announcement can be accessed here.

In this blog, we discuss the amendments to the standards which became effective immediately on the day of the publication of the announcement.

What are the Amendments?

The table below provides the list of amendments, but is not limited to:

– Modifies the classification code for flammable gases and non-toxic gases.
JT/T 617.2-2018 Amendment No. 1Regulations Concerning Road Transportation of Dangerous Goods – Part 2: Classification– Inserts reference to UN 3551 or UN 3552;
– Adds the provisions for sodium metal battery, sodium alloy battery, sodium-ion battery, or battery packs;
– Adjusts the group code meaning of M1 to M11.
JT/T 617.3-2018 Amendment No. 1Regulations Concerning Road Transportation of Dangerous Goods – Part 3: Index of Dangerous Goods Name and Transport Requirements– Updates the Chinese and English name of certain Dangerous Goods;
– Adds Code BK3 for the use of flexible bulk containers.
JT/T 617.4-2018 Amendment No. 1Regulations Concerning Road Transportation of Dangerous Goods – Part 4: Provisions for the Use of Transport Packaging– Inserts requirements for the use of multiple element gas containers (MEGCs);
– Revises the instructions for the normal packaging of equipment powered by battery or battery packs, as well as those in medium-sized bulk containers and large containers.
JT/T 617.5-2018 Amendment No. 1Regulations Concerning Road Transportation of Dangerous Goods – Part 5: Consignment– Inserts a new clause on the labeling requirements for lithium batteries with example of the labels and a new symbol with class 9A in Annex A;
– Modifies the filing requirements for medical waste and highly toxic chemicals.
JT/T 617.6-2018 Amendment No. 1Regulations Concerning Road Transportation of Dangerous Goods – Part 6: Provisions concerning the conditions of carriage, loading, unloading, and handling– Inserts a new section on code BK3 for flexible bulk container (FBC) and the requirements for using, loading, and unloading FBCs;
– Revises the vehicle type for vehicles with model codes of OX.

It should be noted that the standards are voluntary but the standards make reference to ICAO’s Technical Instructions for the Safe transport of Dangerous Goods by Air, IMO’s International Maritime Dangerous Goods Code, UN’s Recommendations on the transport of dangerous goods, Manual of Tests and Criteria, UN’s Model Regulations on Transport of Dangerous Goods and certain ISO Standards.
